Trachycarpus fortunei: part shade, RHS AGM ... The greatest reported cold tolerance is −27.5 °C (−17.5 °F) by four specimens in Plovdiv, Bulgaria during a severe cold spell, but young plants are less hardy, and can be damaged by only −8 °C. Trachycarpus fortunei 'Wagnerianus' is a small-leafed semi-dwarf variant rarely growing to more than 5 m (16 ft) tall, with leaflets less than 45 cm long; the short stature and small leaves give it greater tolerance of wind exposure
