It's a small oak rigid heddle loom with matching shuttle. It has a twined linen cord to use it as a necklace as well, because who doesn't want to showcase such a lovely piece of craftsmanship! Fully handmade (no laser cutters!). People have been using rigid heddles to weave bands for centuries. One of the oldest rigid heddle looms was found in Roman Britain!
