The candies have a coating made out of food coloring and sugar. When it touches the hot water, the coating starts to dissolve causing the food coloring to come off. The science of why the colors bleed to the center of the plate is called concentration gradient. The concentration of sugar is higher near the candies than the middle of the plate, where there is only water.
