This is a design for a ballet costume but similar designs were worn by castrati. The wide skirt is supported on a tonnelet. When recreated today these panniered skirts have to be carefully sewn & tied in place to prevent bounce. On a tall performer like Farinelli such skirts must have been very unwieldy.
